These are italian army soldiers in afghanistan c2002 and the title is making fun of their pro-tecs. These were pretty common back in the day though before everyone had MICH and ACH.

Maybe he's saying italians are dumb? idk though.

I mean, whenever i saw one i thought the operator was cool but the helmets look a bit silly in a combat situation. But looking silly doesn't matter if it works for the mission.

Actually in the 90s it was known as Joint Operational Readiness Training Scenarios, or JORTS.

JORTS was the name of the game in the 90s and everybody wanted to bag the most training time. Baggy JORTS were a sign of being very cool.
