I mean 'ballistic' means it's letting gravity take the wheel so debris are generally going to hit where the missile would have. Are those drones expensive? Have they been using ballistic missiles to target them?

Maybe missile was "intercepted" by a reinforced concrete bunker?

In Kuwait labor costs are kept low through indentured labor like in the UAE
A 500kg warhead would cause a couple 100m of explosion radius.
The only way the damage would be limited is if the target was in a sparse region or if the missile was intercepted
if the debris can do this , imagine what the warhead would do
