As someone else pointed out, the problem with Barclay isn't that he's bald, is that he's a perv, but Barclay is still at the bottom.
Therefore, Dr Zimmerman (the EMH's creator/model) would go on top, because despite being an asshole, he still manages to look refined and elegant as a bald man instead of a man that can't let go of his hair.
