Not sure I get it.
I think it's a reference to Trump wanting to install the new leader of Iran (modern day Persia). I guess they're implying that Marco Rubio as Secretary of State would be picked and this is showing him like Xerxes, the Persian King, with this depiction similar to how he's seen in the movie 300:
