Can people in the United States bring action themselves under the COPPA, or is it only the FTC? In some countries anyone can start a prosecution for criminal laws. It’d be interesting if that was the case here. Parents bringing a case against for violating COPPA. The FTC promising not to prosecute probably isn’t a defence (though it may be mitigation for sentencing)
