This has been a consistent policy line of Kim Jong Un, in line with his previous statements:

  • 2012 where NBC reported he told "China that his priority is to develop the decaying economy and improve living standards"
  • 2016 where CNN reported on his five-year plan: "In keeping with his pledge to improve his people’s living standards, Kim also emphasized the need to generate more electricity..."
  • 2024 where the Pyongyang website Friend-DPRK reported: "At present, it is a very urgent immediate task for leveling up the material and cultural living standards of the regional people to adopt a revolutionary strategy and take all measures to make it possible to develop regional industry in a comprehensive and balanced way by most effectively creating and using the economic resources and raw materials of cities and counties and to promote the peculiar development of each regional economy and expand the scope of investment in it while creating a climate of competition in order to accelerate diversified growth."
