No mention of a heightened (or even ANY) burden of proof, but specific mention of ethnic and religious favoritism.
The only way they could make it any more obvious would be to literally name the places "Apartheid Extermination Camps For Extra Ethnic Cleansing of Others That We Consider Subhuman" but I guess they'd need pretty big signs or to use the unwieldy initialism AECFEECTWCS and who has time for that when you have a genocide to commit?
Note that Westbank Palestinians aren't given trials at all. They're judged by secret military tribunals. At that point, talk of burden of proof seems quaint.

At least initially, eventually they will run into efficiency issues and they will need to upgrade their methods. if you have 100 people you want to kill, hanging is fine, but what about 1000? 10,000? 100,000? hanging is just too slow.
