It was horrendously broken though. You could just turtle until the enemy ran out of resources then clear out their buildings. To be fair even StarCraft suffered from that sometimes.

This appears to be from 2020 which was before Manor Lords came about trying to address virtually every aspect of this.

I was gonna say, this reads like an initial design doc for that game, down to the emphasis on free form roads and flexible plot system.
