it's hard to tell what the europeans want since they make all this noise about decoupling with american tech; but then turn around and capitulate to american tech like this.

They want what everyone else wants.

To make their rulers as rich as possible as quickly as possible.

Don't confuse the people with the rulers. The ruling class want that. The people not so much.

Corporate, not necessarily US. But there's considerable overlap.
