That's a load of horseshit. Carney put the limits on as a PR stunt to satisfy all the mouthbreathers who blame immigrants for everything.
This is another example what I posted last week. It's a nameless source from a official government department making a very serious but ambigous complaint with little context.
Aside from pandering to the crowd that's looking for reasons to feel more angry I'm not sure what the article is trying to convey with that part.
Oh, what, now that we're tired of paying them minimum wage and living in slumlord housing just to get us a double-double in the morning, they can fuck off back to wherever brown people come from?
The temporary foreign worker program is a travesty. The solution to it is not to ship participants to another country.
