...So troops are going to Venezuela.
He has a pathological need to lie, even when he doesn't need to. Congress would go along with what he says regardless of what it is, and he knows he loses nothing by lying about it. He probably thinks he's gaining the element of surprise by lying about it.
There is no greater confirmation than an official denial.
