This is a fashion collective "The Fool". They did styling for concerts and album covers etc. They worked the Beatles a lot and did the styling for Sgt. Pepper's among other things. These weren't really walking around clothes. https://en.wikipedia.org/wiki/The_Fool_(design_collective)

I was going to say those look like boutique hippies.
I know it's not, least of all because Scooby Doo didn't debut until 1969, but this looks like an alternate universe Mystery Inc. cosplay.
I read a story once about Jimi Hendrix, I can’t remember where I read it and I apologize if somehow I’ve made it up. I really don’t think so though!
Jimi is with a musician friend in London, somewhere near a circus. It’s earlier in the sixties (I guess?) so they’re dressed a bit like the above, but they look out of place.
As soon as they walk in, the bartender goes “HEY! None of you in here.” Jimi is like “ah fuck let’s just go it’s bad here too” but his (white) friend is like “wait what??”
The friend asks the bartender what he’s talking about, and the bartender points to a sign: “No Circus Performers”
