This would also protect your privacy. You would want to have an old style GPS in your car though.

OsmAnd works just fine offline
You know you could also not be using a car, an cycling or using public transport. Using public transport without internet can be a pain but for cycling there are plenty of offline apps that work really well, especially CoMaps.
You can move to a smaller city, at which point using public transport without internet is not so complex. When you have 10 bus lines it is fairly simple to know which goes where.
