tldr; drop the X11 cursor folder in /home/deck/.icons/
Basically I downloaded a cursor pack from ko-fi and I was delighted to see it had a folder for windows, mac, and linux. But when I read the readme they claimed to use some conversion tool and had 0 idea how to install it (honestly no big deal, they did the hard work already.
I went to System Settings - Quick Settings and Colors & Themes under Appearance & Style then Cursors and I attempted to Install From File (didn't work). I gave up, clicked on the dropdown menu and downloaded on that looked nice.
Hours later I searched the entire web for some tutorial for installing custom cursors on the deck/kde, only saw other people asking. Eventually I decide to look at the cursor I wanted to use and noticed the files were in X11 format. I googled it and saw some long path that ended in /.icons/, I immediately found it on home/deck/ (I had it set to show hidden files/folders).
So I open it and there's the other cursor I downloaded! I take a look at the folder structure and it's the same as the one I had, so I drop it right there and it shows up on Cursors, I click and it just works. Hooray!
I was lucky that I already had the files in the right format but if the readme is correct you'll have no trouble finding a converter online.
