Hard to positively identify the species but it's looks a type of winged aphid.

Spray them off with a hose first to clear off the ones your can. If they do have wings you'll need to do some chemical control. I would apply pyrethrin or neem for longer control.

I really need a better picture of just one bug to positively identify it. Try taking a shot at maximum resolution (DPI) and maximum physical zoom.

Had the same issue, tried cleaning them off the leaves (didn't have insecticidal soap though) which helped a bit, but they eventually came back (Metro Van, so slightly different conditions).
Kept killing them by hand regularly, which allowed the pepper to survive but no new leaves would make it as they were instantly attacked by the bugs and dried out.

In the end, I just had to chuck the pepper after getting 1 little habanero off it 😑 I haven't come across a silver bullet solution when searching, so hopefully someone with positive experience can chime in.

Whiteflies. Jets of water and squidging by hand help.

They are very attracted to yellow sticky pads. Those are more aimed at measurement than control but if you brush the leaves, they will generally land on the glue rather than back on the leaf.

On first glance, looks like aphids or mites. The fact that they're large enough to see at this distance on a camera makes me think they aren't aphids, but I'm not super familiar with the species in your area.

For aphids, the best natural solution is a healthy population of ladybugs / asian lady beetles, their food source are aphids. If you saw less of them when you saw a lot of ladybugs, then I think this is the answer. You can find some places that will sell you ladybugs in different stages of life that you can then let loose in a greenhouse. Otherwise, you could try Neem Oil, that does the trick if you're persistent enough in application, because aphids can be sneaky and hide on the underside of the leaves. Soak the plants!

If it's mites, though, depends on the type. Those can be much harder to deal with with, and are even sneakier / survive through many rounds of treatment. Immune to some treatments, even. I think ladybugs may still help to some degree, but Praying Mantis will also do some damage in this situation. I had 3 Mantis in my garden for a while, the three Musketeers!

I don't use chemicals, so I don't have any suggestions on stronger stuff for either case.

Looks to me like an aphid of some sort, though hard to tell.

If they are aphids, my normal strategy is to blast them off with a spray bottle of water that has a strong stream.

Obviously, that doesn't really kill them, and you'll miss some, but if you can be thorough and do it every day, you can really squash their populations. I actually think compressed air might be better than water (less messy), but i don't have something that would work well for it.

Make sure to get into buds where you have new growth coming in, because they really love fresh growth, and it's also a good hiding spot.

You can manually squash them, but then you give a lot of fuel for mold to feed off.
