Hard to positively identify the species but it's looks a type of winged aphid.
Spray them off with a hose first to clear off the ones your can. If they do have wings you'll need to do some chemical control. I would apply pyrethrin or neem for longer control.
I really need a better picture of just one bug to positively identify it. Try taking a shot at maximum resolution (DPI) and maximum physical zoom.
