So between Ireland and the Netherlands that's at least 2 countries with a population bright enough to realize that maybe the non-European nation shouldn't be in the European competition.

"Active members include media organisations whose broadcasts are often made available to at least 98% of households in their own country which are equipped to receive such transmissions.[51] Associate member broadcasters may be eligible to compete, dependent on approval by the contest's reference group."
