Again like 90% percent of meme posters i didn’t make the meme, this meme did the job in provoking a reaction. The meme is in relation to the how unsafe public transit has become, racial undertones are attached to the meme for certain. The real question you should be asking is why was this meme made in the first place, did it pop out of no where or….. is it based on the fact that in public transit for many people has become a nightmare. I would argue that it isn’t just black people head hunting white people but a small group of mentally unstable/ criminally insane people along with more groups of just straight up criminal repeat offenders and npc thugs that are allowed to roam free in society victimizing innocent people simply trying to live their lives because politicians and local judges allow it to remain this way. You wanted an honest answer there you go
