Wasn't this in the media at the time that their funding was lower than they wished?

According to the article they got in shouting matches about it. As usual the government was gutting the service in order to make sure it doesn't function properly. They do the same thing for every government function so they can tell the voters the government is inept and only private enterprise can serve the citizens.

Conservative governance in a nutshell. Getting elected to starve the beast and weaponise incompetence.

All they prove is that conservative governments are an intentional failure and hostile to the success of the country, but their propaganda claims they're proving democracy and governments are inherently flawed.

The only inherent flaw is conservatism.
