If the policy holds then they'll have to switch to warehousing large quantities like Amazon. They already so this (really, individual sellers on the platform do) but it's a small fraction of their business.
Large categories of items will likely never have this happen for them. Niche and hobby things where orders are in the hundreds to thousands per year. Those will be unobtainable or absurdly expensive.
