Trump threatens tariffs every few months, and all the vassals run to kiss his ass which he enjoys immensely, and then him and his buddies get to do some inside trading. Seems like a win all around from his perspective.

I think it's highly unlikely because there's no need for it. Canada does whatever US tells it to already.
