It depends what I need, but usually Steven is better.
If I'm desperate for a source of chips or need score right now and chips will help me do that, pick Todd, but otherwise the default should be Steven because XMult exists.

It depends. Plasma deck - Todd. Anything else pretty much - Steven. I feel like it's a good early game mult option until you can get something better going
Even Steven by marriage. My wife hates odd numbers. If I need 3 of something, I have to buy either 2 or 4. She hates we have an odd house number and zip code, but she's luckily not autistic enough as to force us to move.
Odd Todd gives chips so generally Even Steven which gives mult will be better.
