By asking everyone not to retaliate you acknowledge it’s an attack.

Treasury Secretary Scott Bessent is urging other countries to not retaliate against President Donald Trump's "Liberation Day" tariffs and to "take a deep breath."

Technically I'm their best interests to get as many countries to all retaliate at the same time.
