Free League is one of the best currently, IMO.
Dungeonslayers is a free TTRPG under a creative commons license. It's in German, but it looks like there are some English translations.
Gamesworkshop's like rouge trader would be the biggest ones

There is also Aborea - a German Fantasy TTRPG. I do not know whether it’s available in other languages though
