I guess that would make sense if you didn't know anything about any other country's climate legislation, which is presumably the case here.
How about this?
They probably either never heard of it or think it's fake potemkin train or are so brainwashed with car culture they think it's detrimental to China's development.
"Largest climate legislation in world history" might be true if by "world" they mean the international community^TM^.
Mongol and colonial euro empires killed so many people it had measurable effect on climate. I guess we know whose tradition US climate legislation do really uphold.

I just passed the biggest bit of climate legislation in world history. Sure, literally nothing will happen due to this, but I passes the legislation. Which is apparently enough for libs. Completely empty promises with no goal on how to achieve them.
