An important thing to raise here is that the minority don’t just live in the countries, they also get equal rights. Zionists flip-flop between wanting Israel to be an ethnostate where the minorities should be killed/removed and an apartheid state with Palestinians as an eternal underclass.
It was actually a controversial dilemma among early Zionists in the Yishuv since many understood that things would get permanently more complicated if Arabs are even "permitted" as an underclass, as their planned Jewish state will eventually come to rely on them as an exploitable labor force among other things.
