Why can you even order alcohol on a commercial flight?

Edit: I don't really know why I'm getting downvoted, it's a genuine question. Smoking on planes was banned in the 90s, so why is drinking still allowed? It arguably affects people around you just as much.

Commercially, oftentimes, goods and services are exchanged for money.
