Maybe English is not their native language, in German wie also say "Die Ukraine" instead of just Ukraine.

Possibly, but it's also what Russia call the country in order to describe it as a region of Russia rather than a country and Ukraine finds it offensive, the Ukrainian embassies have requested it not be used.

Combined with this person referring to the parts of Ukraine currently under occupation I suspect they're using the offensive form on purpose.
