I think filming, photographing, purely strangers in public is on its way out of acceptability. Probably mainly due to feasibility of distribution… but it’s also just a bit creepy

I don't think that's really true, at least not at that level of generality. At events, it's pretty much ubiquitous that someone from the event will be taking photographs to go on social media or whatever. There is no backlash against photojournalists taking pictures of crowds. Obviously you'd expect both of those professionals to behave according to professional standards, so neither category necessarily has anything to do with the original situation of taking photos of strangers for sexual gratification, but it's something you need to square with your latest comment, I suppose.
