They don't. What this will do is give their Florida supporters some red meat. Meanwhile, income will drop and they will have to make "unfortunate" decisions like gutting any state funded education, make more cuts to grants for the poor and elderly, kill off any housing assistance, and generally make sure the population in Florida is uneducated and poor (thus keeping their base intact).

They can also pin the blame on Canadians by saying something like, "not enough Canadians are coming and buying property, those big bad meanies!"
