I notice how none of the solutions proposed include MOVING people to where there's more water, too expensive you say and yet...

Or move them to one of the swamp states who have too much water? Might help dry it a little if they drink some of it.

A person cannot just decide to move to another country and the next day they’re renting a home and working a job.

So no, they aren’t going to move.
