Libraries are inherently not profitable and therefore any move toward privatization is a stupid one.

Thinking the same thing. There's got to be more to this. Is it a play to get ownership of the library buildings and turn it into law offices after the library business "fails"?

Yeah, I’d rather they have that conversation than watch glorified book rental stores bleed money until they close down anyway.
