In Ovid's version yes. It wasn't consensual either.
This is another case of Poseidon strikes again.
Poseidon gave the bull as a gift to Minos the king of Crete, expecting him to sacrifice it. Minos instead likes the bull a lot and decides he wants to keep it, so he sacrifices another one. Poseidon in his anger causes his wife Pasiphaë who is indeed the daughter of Helios (or Sol) to fall in love with the bull. She willingly recruits Daedalus to build the fake cow for her so she could trick the bull into mating with her.
Poseidon is just as bad as Zeus. He chases Demeter who attempts to avoid him by transforming into a mare. Instead he turns into a stallion and rapes her.
