Somewhere in Eastern Europe? That's the only place where I've seen C pronounced "ts"
I'd say so. For example, it's common among slavic languages. This one is Hungarian, though. It's right in between, but it's a whole different language family.
Closer to Estonian and Finnish, isn't it?

Well, closer linguistically. I have watched a video of three speakers of these languages saying (relatively) basic sentences, leaving the other two to guess what it means. The Finnish and Estonian speakers were kind of on the same frequency. The Hungarian was clueless about the other two, and vice versa.
I see. That's pretty cool though. I like languages, and linguistics more generally
