Trying to figure out what MS Paint has to do with paper bills in the age of VHS.
There was plenty of overlap between the two.
Scan the bill, load it into ms pain, white out the porn, add in a text box, match font and write titanic. Print out new bill, give to dad, burn original.
?????

Print it on the same paper stock, with a shitty inkjet that can't match the colors?
If that worked dad was probably involved in a gazillion online scams at this point.
I genuinely think you're over thinking about how closely someone looks at a bill. Especially 20 years ago I doubt anyone was paying attention to the stock weight of the paper, hell even now I doubt most people would. And an inkjet has a decent quality, and I remember having a laser printer still alongside VHS
