Print it on the same paper stock, with a shitty inkjet that can't match the colors?

If that worked dad was probably involved in a gazillion online scams at this point.

I genuinely think you're over thinking about how closely someone looks at a bill. Especially 20 years ago I doubt anyone was paying attention to the stock weight of the paper, hell even now I doubt most people would. And an inkjet has a decent quality, and I remember having a laser printer still alongside VHS
