I think it was just a case of bad timing, everything was going open world or semi open world, and FF12 was very open, so people didn't like that this one was extremely linear, had it come out a few years earlier or a few years later once people started getting fatigued by big empty open worlds, it probably would've been much more well received.
IIRC the reason it got panned was because it was like running a long corridor, lack of towns and shops and overworld map. You had to play for over half the game before it opened up.
