tbh i think that's more related to the fact that third worlders don't have the money to invest in what's essentially a hobby project that could get you into trouble.

If anything being in third world countries would let you get away from trouble. That's why most criminals escape to them and piracy is the norm.

What would keep a first worlder hobbyist safe from these troubles?

you get away with piracy bro, if you get into some more serious legal shit you're not getting away. and anyway that's just something that makes you maybe think about not doing it, i'd said material conditions is what prevents it more. take it from me. an actual third worlder who wanted to run a tor node but couldnt because im poor.
