That guy is just a senile, word association fruit salad that has no idea what he is doing at any given moment.

He heard the word “intervention” and just immediately thought “military” and BS’d his way through what his wet mush of honeydew grey matter interpreted as a totally reasonable scenario in which the military “somehow” leverages its resources to improve the bond market.
