Liberals believe that the PRC took the freedom of Tibetans away, genocided them and are now in the process of culturally genociding them by forcing Tibetans to be Han.

I'm not sure exactly what you mean? Tibet is part of China, and iirc the CPC removed the pre-revolutionary government after they failed to abolish slavery, and the feudal system generally, post revolution. But you're right that they didn't "Annex" Tibet, historically Tibet has been a part of China for, I believe, ~four hundred years? You can't annex your own territory. But they did take over, just relatively peacefully and for good reasons.
