In this specific case I think he is using the right English to say something extremely idiotic and chauvinist.
The idea is that all of us in China are completely brainwashed and in the dark to the reality of our country and the happenings within, and thus he and his white saviour friends are doing us a favour by parroting propaganda nonsense to teach us "the truth" of our situation.
You are right. I re-read it and they are referring to "the world" knowing, not Xi. Still very tortured english, there are surely better ways to say it.
