Personally, I'd let them sleep in makeup. It's the equivalent of letting your kid burn their hand on the hot stove. Warn them that if they don't wash off their makeup before bed, it'll get itchy in the morning, but give them the freedom to make that choice and learn from it.

Oh, the kid probably knows well enough to take the makeup off of themselves, but when they put it on you, either this is the new you now or you hate them. No middle ground.
