Deadlock

I always build a custom for each character I use, even though I know it could get wiped next patch. Furthermore, I usually minmax them in different ways. Dynamo's first ability is powerful so just stack damage and cooldown reduction. Victor's third ability does massive damage but it also makes him frail so grab area, spirit lifesteal, movement, and things like ethereal shift or warp stone for when it's time to get out.

Refresher is good on a lot of characters but I rarely get it outside of Street Brawl because the 300 second cooldown is very unforgiving.
