You could argue it ultimately was for the people, but one of the most memorable and widely used slogans during the war was Za rodinu, za Stalina! literally meaning "For the Motherland, for Stalin!".
Of course people don't cry "for the state!" as in "for the apparatus of class repression and bureaucracy!", but when they cry "for my country!" they're not exclusively chanting "for my peoples and close ones!"
