I wouldn't normally be pedantic, but because its him, I feel compelled to say, its wind turbine, not windmill, they do 2 different jobs.
Maybe he actually does mean windmill and really hates the Dutch.
I presumed this is what he meant, because who mixes them up? And, he's that kind of person, who would slate a nation for having history and culture.
everybody whose not an engineer will call them windmills at least on occasion. Which is fine. i'm sure somebody somewhere is grinding flour with the electricity they produce.
I wouldn't put it past him tbf, he's quite a hateful person.
To be fair, only a small proportion of Dutch wind mills are actual mills. Most are wind-pumps.
