No, or would you say the term 'Pardon my French' is racist?
Probably yes, why would it not be? Or are you suggesting that the French language is only made up of slurs one should excuse himself for speaking it?
Here's the thing - critical race theory states that you can't be racist towards the French. You can be prejudiced against them, but not racist.
You might be seeing why idpol dogshit like this is treated so harshly.

Uh... no, it can't. You could just say, "Puking into a toilet," instead of, "Speaking Chinese." That was incredibly insulting to them (even while their society faces all sorts of issues). What if I said that pooping off the edge of a skyscraper could be called, "Speaking American?"
They're equally preposterous. Idk where your relative got that phrase from but it's certainly not well-known, nor should it be well-received.
