The restrictions are probably about non-ADHD people seeking the same meds. Turns out it works for them also.

so why do we need anything more than "hello i have adhd symptoms, here's my diagnosis" followed by "indeed you do here's the hardcore instadeath drugs of doom, good day"

That's the point of prescription writing - so that people don't get drugs they're not meant to have
