Nah 30c is "i wish it was socially acceptable to just walk around naked because I am fucking dying in a t shirt and shorts" weather.
40 is just that but worse
I hope I never have to experience high humidity 40 I might just keel over and die
30f is viable for shorts but only with a thick-ish jacket on upper body
