My city has police on bicycles. And I guess that if I performed some "interesting" maneuver on the road in their sight - I'd absolutely be apprehended by them and fined. But generally most of regulations are for my own safety such as helmet and reflective thingies in wheels.

I've only ever seen them apprehending a biker who decided to use bicycle lane tho.
