Wayne is a lunatic about "government waste". Its nitpicky and unfounded IMO but its a good tool for him to wield because people dont have the required context to evaluate the numbers he throws around. He complaints about the most miniscule spending but because 10k is a lot to the average person they think wow can't believe it was just wasted like that.
